Minister of State at the Department of Education and Science, Ms. Síle de Valera T.D., announces the publication of The National Youth Work Development Plan 2003-2007


The Minister for Youth Affairs, Ms. Síle de Valera T.D., today launched the National Youth Work Development Plan (NYWDP) for the years 2003 to 2007. The Plan is the product of a detailed consultative process involving many bodies involved in youth work throughout the country and the Department of Education and Science.

The Minister extended her appreciation to the former and existing National Youth Work Advisory Committee for their dedicated work and commitment in producing proposals which have led to the launching of the Plan today.

In launching the plan, Minister de Valera spoke of the importance of youth work in the context of social inclusion and that this was reflected in the social partnership agreements and the Programme for Government. She also spoke of the importance accorded to youth affairs at EU level.

The Minister sketched out the historical context of the plan and mentioned that it was one of the initial tasks of the newly formed NYWAC committee in 1997 to instigate the planning programme.

The Minister explained that the Plan has 4 broad goals:

1. To facilitate young people and adult participation fully in youth work programmes and services.
2. To enhance the youth work contribution to social inclusion, cohesion and citizenship.
3. To develop existing infrastructure for support and co-ordination of Youth Work at a national and local level.
4. To enhance the professionalism and standards in Youth Work

The Minister stated that two priority areas of the Plan, the Child Protection Training Programme and the appointment of an Assessor of Youth Work would be implemented in 2003. “The implementation of further elements of the Plan will be progressed on a priority basis, having regard to available funding resources,” said Minister de Valera.
