The awareness campaign will focus on organisations that facilitate active citizenship such as information givers, statutory organisations and community and voluntary groups. The intention is to assist them to deal more effectively and sensitively with the 500,000 adults (OECD 1997) who have literacy difficulties. This campaign will also examine how literacy can be a barrier to understanding and fully participating in all facets of society. The goals of the campaign The goals of the campaign are to: raise awareness of the issue of literacy as a barrier to active citizenship; assist organisations which shape society, in promoting a clear understanding of their work to the widest range of people in society; draw on international experience and know how; and begin a national debate on the issue. What will National Adult Literacy Awareness Week include? NALAW 2005 will include: a half-day national conference at the National College of Ireland - Friday 30 Sept.; launch of a Plain English guide to active citizenship Monday 26 Sept. ; launch of Simply Put an interactive CD on how to use plain English Thursday 29 Sept.; launch of Know your EU a guide to the EU for adult learners supported by the Department of Foreign Affairs Tuesday 27 Sept.; Distribution of printed promotional material about the campaign; and A range of activity focussed on gaining media coverage. Context International research and anecdotal information have identified that literacy can be a barrier to active citizenship. In addition the National Adult Literacy Agencys (NALA) definition of what adult literacy is states, Adult literacy is about all aspects of human development, enabling people to live full and meaningful lives and to contribute towards the enrichment of the communities in which they live. In light of this NALA has chosen Active citizenship and literacy as the theme for NALAW. This campaign is also timely as it takes place in the year that the Council of Europe has taken Citizenship Through Education as the theme for a major pan European campaign. In addition low election turnouts and decreasing participation in public and political life has made active citizenship an urgent issue. The focus on active citizenship should be seen as a long-term investment to promote participatory democracy, good citizenship and empowerment. Literacy as a barrier to active citizenship Literacy levels can be a barrier to accessing and understanding information, which is important in relation to participation in society. Adults who are working to improve their literacy skills may be excluded from such things as: participatory democracy - from voting to membership of a political party; gaining an understanding of workings and accountability of major government funded organisations such Health Authorities and County Councils; being a good citizen through contributing to the voluntary sector by volunteering or offering financial support; civic participation - contributing to the development of local communities from residents associations to the role of community development organisations; and promoting a sense of belonging, particularly for immigrants. This campaign is supported by the 2005 European Year of Citizenship Through Education project, which is coordinated through the Curriculum Development Unit (City of Dublin VEC).
