Thats the question at the centre of the Governments recent consultation process "Establishing a Modern Statutory Framework for Charities". In February The Wheel toured Ireland holding a series of regional information seminars on the paper. Using feedback from these seminars, The Wheel sent its views to the Department of Community, Rural and Gaeltacht Affairs in May. The Wheels submission was one of seventy nine submissions received by the Department. We welcome on broad principles the changes envisaged for the charities sector including the core proposal the development of a proposed new regulatory body for charities. At the same, there is a need for a Support and Development body for charities so that they can deliver even greater public benefit. We believe the new proposed regulatory body cannot do both ie be both pal and policeman and a separate Support and Development body needs to be formed. For a full copy of the submission click on http://www.wheel.ie/user/content/view/full/1189/ SUCCESS FOR SEEDING MEETING 2004 On 20 May over 120 representatives from Community and Voluntary organisations across Ireland attended The Wheels Seeding Meeting 2004 Making the Connections Now/ Building Relationships for the Future the objective of which was to provide participants with an overview of the latest developments and analysis of the Community and Voluntary sector and hear their comments and views in return. Sessions with titles such as do the people have the power and the state were in made for lively roundtable discussions, with panelists from diverse backgrounds such as communications, community, human rights advocacy, rural activism, voluntary healthcare and the statutory sector providing analysis and answering questions from the floor.
