QFI (and related) processes that require consultation with learners Learners evaluate the overall service provided in the centre as part of the Internal Centre Evaluation (ICE) process. Learners review some of the quality areas as part of the Centre Development Planning (CDP) process. Learners review/ evaluate specific courses or subject areas after they have been delivered. Learners evaluate FETAC programmes and the implementation of FETAC Quality Assurance policies and procedures.  Good Practice in Consultation (Things to consider when planning consultation with learners. See ICE guidelines pg. 32-34) Each group will explore a different scenario and come up with a list of tips/ recommendations for good practice that would respond to each scenario Scenario 1 The teacher asks the learners to form a group to discuss whether the learners are finding it useful to attend to the centre or not. Some of the learners speak out confidently and start slagging off the centre. Not everyone in the group is unhappy with the centre but the rest of the group is afraid to speak out after all that has been said. The teacher then asks the learners to fill in an evaluation questionnaire. Many of the learners dont answer truthfully as they are not sure who will be looking at their answers and what might happen as a result of telling the truth. Some have great difficulty reading and for these individuals writing is almost impossible. It is important to consult with everyone but easier to consult with those who can fill in a questionnaire. Holding the attention of some learners for more than 15 minutes is a challenge. The teacher wonders how much the learners really need to know about why the evaluation is being carried out and if it would work better if she got some help from another teacher. To tell the truth, she is afraid that the learners may make personal attacks on some of the staff and she doesnt really want to encourage that. The learners have been sitting in chairs for almost half an hour and are getting bored. The teacher has been reading out various statements about the centre and asking learners if they agree or disagree. The teacher concludes the session and collates a list of areas where the centre appears to have weaknesses and strengths. When bringing the findings back to the staff team, certain members of staff dismiss many of the findings and ask what did the learners mean and did they give examples when they said the discipline system is unfair. The teacher who facilitated the evaluation couldnt explain and many of the learners comments were dismissed. The learners asked one of the teachers what ever happened when the learners evaluation was passed on to the staff team. While the learners knew what they had discussed in the group they wondered what information the teacher had actually passed on to the staff team. Not that it mattered anyway! The staff in the centre never act on any suggestions that learners make. The focus of the evaluation Different questions may be asked depending on the focus for the evaluation. Examples of questions that would be asked depending on the focus of the consultation: Overall evaluation for ICE Review for CDP Evaluation of subject area (see pg. 52-54 of ICE guidelines) Evaluation for FETAC QA PLEASE NOTE: These questions are set out in the form of questionnaires. Any of the questions can be explored using other methodologies. The following are sample questions. Introducing Learners to the Evaluation Process It is very important that learners understand what they are doing and why. Before evaluation or reviews are conducted with learners it is important to introduce the process. Detailed guidelines on this can be found in the ICE guidelines pg. 35-40 Ways to explore issues: Art: Ask each learner to draw picture of what it is like to be in the centre. Can use words or images. Dont need to be good at art for this. Sitting in a circle each learner is invited to (if they feel comfortable doing so) explain drawing to group. Discussion: Learners discuss in pairs/ small groups what it is like to be in the centre. Best centre V worst centre: Establish two groups of learners. One group discusses and writes down what a really good centre would be like and the other what a really bad centre would be like. Each group feeds back to the full group Advertisement/ Poster: Individuals/ Groups write up an advertisement or draw a poster for the centre. The advertisement or poster should outline what the centre has to offer to learners. Individual timeline: Each learner outlines his/her experience of being in the centre and notes the key events or experiences that have occurred since they joined the centre. A timeline format can be used to highlight the highs and lows of the learners experience.  Methods of Consultation Questionnaire Sample questionnaires are set out in this workbook. Can be filled in by a group of learners at the same time or read through with individual learners. Results can be collated and totals filled in on the questionnaire. Feedback more useful if combined with comments and examples from learners to explain responses. Statement Lucky Dip This exercise is carried out in a class situation. The teacher has written statements on strips of paper (e.g. I feel respected in this centre. See questionnaires for suggestions). The strips are folded and put in a box. A learner is asked to dip into the box and take out a strip of paper. He/ she is asked to read the statement aloud to the class. The learner is asked if he/she agrees with the statement and why. Response is noted on flipchart/ whiteboard. The teacher invites the rest of the group to comment and takes note of their response. This can be combined with face cards (see below) where the teacher asks everyone to state if they agree or disagree with the statement and notes the numbers who agree / disagree. This can be followed by general discussion and the teacher notes comments. Group Discussion ( small groups or large groups) Learners may be divided into small groups (3-4 learners) or large group (10-12 learners. Small groups will have to feed back to larger groups. The teacher gives the group a topic or question to discuss. There are plenty of topics and questions outlined in the questionnaires in this workbook. The teacher may note key points on flip chart or each group may appoint a learner to document feedback. Face Cards : See pg. 42-45 of ICE guidelines at back of workbook) Finish the Sentences : See pg 47 of ICE guidelines at back of workbook) Opinion Finders: See pg. 48 ICE guidelines at back of workbook) Target Evaluation: The teacher draws a target (three or four concentric circles) on a flip chart page. Write a question or heading on the top. Make a different target for each question. Give each learner sticky dots. Ask them to stick one dot on each target. You may need to give an example of how to do it. If the heading is for example: Image of the centre in the community, learners who think that the centre has good image in the community put a dot in the middle. Learners who think that the centre has a very bad image in the community would stick the dot further out.  Opinion Continuum The teacher sets up an imaginary line in the room. The line is a continuum with two opposing views at each end (e.g. fully agree and completely disagree). The teacher reads a statement and learners move to various points along the line to demonstrate their agreement or disagreement with the statement. Most learners will take a place at either end but those who are unsure might stand in the middle. See pg. 38-39 ICE guidelines. Documenting and presenting feedback from learners The feedback from consultation with learners should be documented in a way that honestly reflects the opinions of the learners. It may contain quantitative information (e.g. numbers of learners who agreed/ disagreed) as well as qualitative information (the learners comments, views, suggestions, experiences, impressions, understandings). While the quantitative information alone provides useful information it is of limited value to the centre. Using methodology that only gathers quantitative responses from learners limits the potential of a consultation process to be an empowering process for learners. Teachers should aim to document and present both quantitative and qualitative feedback from learners. Structure of feedback: Introduction Outline the purpose of the consultation The numbers of learners involved The staff involved The methodology used When it was conducted The Findings Outline quantitative feedback and qualitative feedback Include direct quotes from learners where possible Outline the key points raised by the learners Set out the overall areas of strength and areas that require further work Conclusions and Recommendations Outline a list of actions/ issues that the staff team need to consider as part of an ICE or CDP process How to document feedback from learners: SAMPLE Internal Centre Evaluation: Feedback from Learners Introduction The purpose of the consultation with learners was to give the learners an opportunity to evaluate the programme as part of the annual Internal Evaluation process. Twenty five learners were consulted. Over a three week period running up to the evaluation week, each group mentor introduced learners to the notion of evaluation using the exercises outlined in the ICE guidelines. Four members of staff were involved (names). Mary Heinz was the main facilitator who worked with each of the three groups and was assisted by the group mentor in each case. The four teachers involved came together to collate the findings. An Opinion Continuum was the main methodology used with each group which also involved discussion. The evaluation took place during the week of 14-18th May 2008. The Findings The following sets out the response of learners to the evaluation carried out using the Opinion Continuum. The table outlines the statements read out and totals the learners responses. Learners responded agree, disagree or dont know. This is followed by a summary of the discussion and examples of the comments made by learners during the evaluation. The majority felt that the atmosphere in the centre is warm and friendly. They liked the informal approach of teachers and like the way that teachers spend more time talking to them than was the case at school. The majority of learners felt that they were learning and growing in confidence. Some learners were asked for examples of this and replied as follows: I am doing LCA and I never thought that I would be doing that, On work experience I was able to do things that I learned in the IT class, the childcare class gives me great advice on how I should handle the children and I have a great routine now, I got certs at level 3 and now I am on to level four. Most of the learners are clear about the rules. All remember signing them at the start of the course and said that teachers always remind them of the rules. The majority of learners feel that they get encouragement from teachers. Most learners felt that the centre is well organised. As examples of this the learners said timetables , meetings with learners every week, trips planned well in advance, plenty of time to complete tasks, timetable for the year ahead, teachers show then the plan for the year. Most agree that classes start on time. One comment no long tea breaks in this centre. The majority said that they are proud to be in the centre and some even stated that their parents are glad that they attend too. Some gave reasons such as because we got certification, won the film award, the centre had lots of important visitors, like all the work we do here. The majority were satisfied with the qualifications they got so far in the centre. Almost all learners were aware of the counsellor and went to see her on a regular basis. They were all generally happy with the service. Only the newest learners were not aware of the counsellor. Most of the learners were satisfied with the amount of help that they get with reading and writing. The majority feel that staff really listen to them in the centre. As examples they said that teachers were friendly and helpful and you could talk to them, we get to meet the staff once a week in the learner council. AREAS THAT REQUIRE FURTHER WORK More than half the learners did not like the appearance of the centre. Some felt that it looked very boring, needs more pictures and could do with painting, maybe bright colours. Many learners also felt that the centre was not very tidy or clean. They gave examples of going into messy rooms for class or that some classes leave a room without cleaning up. The females in particular were not happy about the tidiness of the recreation room. While over half the learners said that they were treated with respect by teachers there was a very large number of learners who felt that the discipline was too strict and that some teachers would cause you to get into trouble because of the way they talked to you. Half the learners were satisfied that the subjects were interesting but half felt that they were not. Some of the males said that they dont do enough metalwork or wood work or something to give you a trade. Most of the LCA group liked doing the LCA but didnt know why they had to do Irish. When asked what makes the subjects boring the learners listed some of the following points: I dont like reading all the time and filling in worksheets, its hard to have to listen all the time to the teacher maybe we could move around a bit, bring in new subjects, maybe sports or go to the gym. Most of the learners did not have a learning plan and even those who did have a learning plan did not remember what was in it. Most of the learners did not have a review of their progress. Some did acknowledge that many teachers do tell them how they are doing in certain subjects but overall they didnt know how they are doing in the centre. While most of the learners are clear about the rules, some did not agree that all teachers keep the rules in the same way. When asked to explain the following examples were given : we are allowed to have free time in some classes if we work hard but not in others, some teachers let us mess and some dont, I was suspended for something small and other learners do it and nothing happens to them. A large number of learners did not have a clear plan about what to do after completing the programme including the LCA group. A small number of learners felt that the centre was not well organised. As examples the following comments were made No one told me we had Monday off, I was paid the wrong allowance for two weeks. Some of the learners did not feel proud to be in the centre. This was mainly to do with the appearance of the building. Most of the learners did not feel that there were enough trips or outside activities. They looked through the calendar of the past year and picked out three such events. Some of the learners did not get enough help with reading and writing but were reluctant to discuss this in the group. The majority of learners were unaware of how the centre is perceived in the local community. Recommendations For the ICE process the staff team need to consider the following: The appearance of the building/ need to put up pictures/ youth themes. Cleaning of building/ tidying rooms after class. Relationship of staff with learners/ discipline approaches/ consistency in approach of staff/ confrontation. Overall programme offered in the centre/ additional subjects/ trade focus. Teaching methodologies/ counteracting boredom in class. Learning plans, establishment and reviews of progress. Progression/ guidance/ links with PLCs, employers etc. Organisation/ keeping learners informed errors in payment of allowances. Planning trips and outside centre activities. Literacy support for learners. Public relations/ image of the centre in the community/ invite people in the community to talk to learners about what they see the centre is attempting to do.
