Circular 48/99 Formation of Boards of Management of Senior Traveller Training Centres The report on the Task Force on the Travelling People made a range of recommendations in regard to the Boards of Management of Senior Traveller Training Centres. At the time the network was the joint responsibility of FAS and VECs, but responsibility transferred in full in April 1998 to the education sector. Discussions by the Department with the IVEA and the National Association of Traveller Training Centres have led to the revised framework for the establishment of Boards of Management for the Senior Traveller Training Centres as statutory sub-committees of the VEC. P.O Further Education Formation of the Boards of Management of Senior Traveller Training Centres as sub-committees of VECs. It is recommended that, as provided for in Section 21 of the 1930 Vocational Education Act, boards of management should be established as statutory sub-committees of the VEC. Role of the Boards Responsibility for the general operation of the Senior Traveller Training Centres subject to the Department of Education and Science framework for the programme, the funding available and the VECs policies. The Boards will ensure that as far as possible the centres are adequately equipped and maintained a will report any deficiencies to the VEC. The Board will promote the development in the centre of a high quality programme, which is effective in meeting the social, cultural and economic needs of the Traveller Community. The Board will consider the curricular arrangements of the Centres and may make recommendations, within the limits of resources available, regarding that extension or scope of the modules, disciplines or programmes on offer, and the provision of equipment. The Board will be responsible for the development of strategies to promote the image and role of the centre in the local community. Recruitment, deployment and management of staff in the centre will remain a function of the VEC, and the day-to-day human resource management will be the responsibility of the Centre Director under the guidance and supervision of the CEO. Duration of the Boards The term of office of the Boards will be 3 years duration or such periods as may be co-terminus with the life of the VEC. The Board will be required to meet at least 4 times per year, and will convene extraordinary meetings when need arises. Membership of the Boards Each Board should comprise 3 representatives of the VEC 1 representative nominated by FAS 2 nominees to be selected from Health, Welfare or Local Authority interests. 2 representatives from the Traveller Community, or from Traveller Organisation representing the Traveller Community. One of these representatives may be a trainee. 1 staff representative 1 employer 2 others to be co-opted locally from educationalist, voluntary, community or other interest groups with an active role in Traveller development The Director of the Centre will act as ex-officio Secretary to the Board. Where a number of centres exist in a VEC area, it will be open to the Committee to establish a composite board, structured along the lines above, in the place of individual boards. In accordance with arrangements under the Vocational Education Act, the CEO or his/her representative may attend any meeting of the Board. The Members of the Board shall, at their first meeting, elect one of the members as Chairperson. The quorum shall be four members.
